Council at the Ordinary Meeting of Council on Thursday 20 July 2023 adopted its 2023/2024 Annual Budget and 2023/2024 Fees & Charges. This document is available on the Shire of Dumbleyung website:

REVIEW OF THE DISABILITY ACCESS & INCLUSION PLAN
The Shire of Dumbleyung is currently in the process of reviewing its Disability Access & Inclusion Plan (DAIP) for 2024-2029 and is seeking community input. The purpose of the DAIP is to ensure all people, including people with a disability, are welcomed and included in the Shire, and have access to Shire buildings, information, public consultations, complaints processes, services and employment opportunities. We are seeking feedback from the community on areas where we can improve. This survey can be completed online by clicking on the link below.

A mail drop providing hardcopy surveys will take place, as well as hardcopy versions of this survey available for printing below and hardcopies being made publicly available at the Shire Administration Office. SHIRE OF DUMBLEYUNG AWARDED BEST IN CLASS

THE AUDITOR GENERAL
The Office of the Auditor General (OAG) recently released its whole of Local Government audit findings for the 2021-22 financial year.
This report to State Parliament summarises the final results of the OAG’s annual audits of most local governments for the year ended 30th June 2022.
This year’s OAG report also introduces for the first time a list of the top 20 local government entities achieving ‘best practice’ for 2021-22.
The Shire of Dumbleyung has been recognised by the OAG as one of these 20 high performing local government authorities.
OAG Auditor General Caroline Spencer said ‘I congratulate these entities for their commitment to timely and quality financial reporting to their communities. I particularly acknowledge and commend the number of regional shires that have made this inaugural list, given the extent of resource and labour constraints that can disproportionately affect our regions’.
This achievement acknowledges the performance of Shire of Dumbleyung across a number of criteria including the timely preparation for audit, high quality financial and maintenance of good financial management controls.
Shire President Julie Ramm said ‘This is wonderful recognition on the performance and efforts of the Dumbleyung Shire Council and in particular our Administrative team’.
‘Rated ‘best in class’ alongside some significantly bigger and better resourced metropolitan Shires is not an easy feat and something we should all be very proud of.’
Shire CEO Gavin Treasure said ‘This is an outstanding achievement for the Shire of Dumbleyung.’ ‘We have slowly but surely built a very strong and capable team both in our Administration area and Works crew’.
‘Particular recognition and thanks must go to Danika Watkins our Director of Corporate Services for her professionalism and commitment’. ‘Its not an easy step coming from outside the industry sector into this one, but Danika has shone in the role.’

COMMUNITY
GRANT FUNDING OPPORTUNITIES
The Shire of Dumbleyung is a subscriber to the Grant Guru portal. This is a one stop shop for anyone interested in checking out private and publicly funded grant opportunities from right across Australia. At present, there are over 1,000 community grants listed with a total value in excess of $64B. There are also over 800 business related grants worth more than $72B. By accessing the following RDA Wheatbelt weblink, any business or community group can sign up (register) to received free email alerts as new grant funding opportunities arise. AUSGOLD COMMUNITY INVESTMENT PROGRAM
Ausgold aims to support a range of organisations and groups that support the local community. Members of the community are invited to submit applications for donations or sponsorship (either financial or in-kind) in the categories of Education, Health, Community and Environment.
CBH & WESTERN POWER PRESENTATIONS
The Shire of Dumbleyung and other regional local government representatives received two presentations from both CBH and Western Power at its most recent WALGA Central Country Zone Meeting held in the Shire of Cuballing.
CBH provided an outline of their current strategy and intended investment plan, whilst Western Power provided information around the significant risk issues currently being encountered by rural communities in relation to pole top fires. Further details attached. It was great to see/hear CBH providing an update on their recently completed successful Dumbleyung Terminal upgrades. Dumbleyung Terminal has also been tentatively earmarked by CBH as a site for a new (next) round of fast speed rail loading infrastructure investment, subject to funding.
The pole top fire issues that Western Power are responsible for remain an ongoing concern for our community, however, there was pleasing news on two fronts. The intended reinstatement of line washing using aerial appliances (helicopters) and an ongoing program of replacement insulators utilising less combustible alternatives

For parents who have enrolled their children into Vacswim at the Dumbleyung Pool, please contact Vacswim directly to enrol your child into a different venue due to the pool being closed.

TELSTRA UPDATES
With the recent pole-top fires causing power outages and as a result losing any mobile network, we have been approaching Telstra for assistance in resolving the community's network issues.

If you are experiencing Telstra network issues, please contact Telstra on 13 22 00 to lodge a complaint and also email the Shire at enquiries@dumbleyung.wa.gov.au to be added to our register of complaints that we are compiling to present to Telstra.
