When Can I Pay My Rates?
Option 1: ONE PAYMENT IN FULL, Receive a 5% discount off the current rates levied (excludes service charges) when your payment of rates arrives on or before 4.30 pm on the 7th August 2026.
Option 2: ONE PAYMENT IN FULL, Payment of total rates and charges including arrears by;
1. 28th August 2026
Option 3: TWO INSTALMENTS, Payment of rates are to be received on the following dates;
1. 28th August 2026 and
2. 28th December 2026
Option 4: FOUR INSTALMENTS, Payment of rates are to be received on the following dates;
1. 28th August 2026,
2. 28th October 2026,
3. 28th December 2026 and
4. 1st March 2027
Instalments:
Ratepayers wishing to choose the Instalment option must make the first payment on or before 28th August 2026.
An instalment administration fee of $15.00 per instalment is included in the 2nd, 3rd and 4th instalment notices and an interest charge of 5.5% pa applies to these payments when received after the due date.

Credit Card
Credit card (MasterCard or Visa) payments can be made by telephoning the Shire of Dumbleyung on 9863 4012. A copy of the receipt can be emailed at your request.
Electronic Funds Transfer
Payment via Electronic Funds Transfer (EFT) is available via internet banking from your bank or financial institution.

BPay
Pay your Rates securely using BPAY through your bank's internet banking or telephone banking service.
Simply use the Biller Code and Customer Reference Number (CRN) printed on your Rate Notice.

Direct Debit
The direct debit option is a no fuss way to pay Rates over an extended period on a weekly, fortnightly or monthly basis.

In Person
Attend in person at the Shire of Dumbleyung, Administration Office, 32 Harvey Street, Dumbleyung between 8.30am and 4.30pm, Monday to Friday.
Please present your Rate Notice intact to the cashier. The top portion of your Rate Notice will be returned for your records. Payments can be made by cash, cheque or EFTPOS (debit or credit cards).
For your convenience a payment can be made via the post, just tear-off the bottom section of your Rate Notice and place it in the mail along with your cheque.

How Your Rates Are Calculated?
GRV x Rate in the dollar + service charges = Your Rates to pay
HOW YOUR VALUE IS DETERMINED?
Property valuations are independently determined by the Valuer-General of Western Australia (Landgate) under the Valuation of Land Act 1978. The Shire of Dumbleyung does not determine your property's GRV or UV. Council only sets the annual rate in the dollar, which is applied to the valuation to calculate your rates.
How your GRV is calculated, EXAMPLE: The Valuer General may determine that your 4x2 property located in the Dumbleyung townsite could attract a rent, of $500 per week.
Rent of $500 per week multiplied by 52 weeks per year gives a Gross Rental Value (GRV) of $26,000.
Calculation: $500.00 X 52 = $26,000.00 (GRV)
RATES
Council will determine a rate in the dollar to calculate against the Gross Rental Value.

Gross Rental Value rate in the dollar 0.103638 cents
Definition: Gross Rental Value (GRV) is the estimated annual rental value of a property if it were leased
on the open market. It is generally used for residential, commercial and industrial properties located
within townsites.
Examples: Residential homes, Commercial buildings, Vacant town lots, Industrial properties

Unimproved Value rate in the dollar 0.04289 cents
Unimproved Value (UV) is the value of the land only, excluding buildings or other improvements. It is
generally used for rural, farming and pastoral properties.
Examples: Broadacre farming land, Grazing properties, Rural vacant land, Pastoral leases

Minimum Rate (GRV & UV) $583.00
How your Rates is calculated, EXAMPLE: A GRV of $26,000 multiplied by the rate in the dollar of 0.103638 gives the value of rates for the property of $2,694.58.
Calculation: $26,000 X 0.103638 = Rates of $2,694.58
SEWERAGE
Council will determine a rate in the dollar to calculate against the GRV.

Dumbleyung is one of very few Shires that run their own sewerage schemes. This year sewerage rates were increased 10%. Under legislation, the revenue raised by the rate can only be spent on either maintenance of the scheme or put into reserves for future maintenance.
SERVICE CHARGES
1. Bin Service Charges is a Shire imposed rubbish charge for the removal of refuse within the town sites. The charge is for 1x Green Waste Bin (serviced weekly) and 1x Yellow Recycling Bin (serviced fortnightly).

The amount raised by the refuse removal charges will be applied to the cost of rubbish removal and refuse site maintenance during the Budget period.
2. The Emergency Services Levy (ESL) is an amount calculated to collect the Emergency Services Levy for FESA for services provided by the Department of Fire and Emergency Services (DFES). It is not a local government charge.

Additional Charges/Penalties
Interest:
Instalment Administration Fee: $15.00 per instalment applies to the 2nd, 3rd and 4th instalment plus an interest charge of 5.5% on the balances remaining after the instalment dates.
Overdue Penalty Interest of 7% per annum is calculated on a daily basis on balances outstanding from 2nd September 2026 (in accordance with the Local Government Act 1995).
Legal Costs:
All debt recovery costs are legally recoverable from the ratepayer.
Bank Fees:
Any bank fees relating to missed direct debit payments will be recoverable via the ratepayer
Can I Apply for a Concession?
Concession Options:
1. Pensioner Concession Card holders (purple card):

You MAY BE eligible for a concession of up to 50% (subject to State Government capping).

Rebate applies to the Rates & ESL only (excluding service charges) or elect to defer the payment of your Rates.

The pensioner capped amount for rates is $750 and $436.15 for sewerage for 2026/27.
2. WA Seniors Card holders:

You MAY BE eligible for a concession of up to 25% (subject to State Government capping).

Rebate applies to the Rates & ESL only (excluding service charges). There is no options to defer the payment of your Rates.

The senior capped amount for rates is $100 and $72.69 for sewerage for 2026/27.
3. WA Seniors Card AND Commonwealth Senior Health Care Card holders:

You MAY BE eligible for a concession of up to 50% (subject to State Government capping).
-
Rebate applies to the rates & ESL (excluding service charges) or elect to defer the payment of your Rates.
-
The senior capped amount for rates is $100 and $72.69 for sewerage for 2026/27.
Criteria:
1. You can only have a rebate concession applied to one (1) property.
2. You must own and live at this property as of 1st July.
3. You must hold a valid concession card:

Pensioner Concession Card or WA Seniors Card; or
-
Commonwealth Seniors Health Card with a WA Seniors Card
4. YOU MUST contact the Shire immediately if your concession status changes.
Applying:
You are required to complete an application form and provide proof of your concession card(s). You may make application with the Water Corporation online at watercorporation.com.au or telephone 1300 659 951.
Deferring:

Only concession holders can defer rates.
-
Rubbish & Sewerage charges cannot be deferred and MUST BE PAID by the due date on the Rate Notice.

No concession is allowed if payment is received after 30 June. The total amount of outstanding Rates as at 1 July automatically become deferred.

Deferred rates are recoverable from the ratepayer at the time which the property sells, changes ownership or is no longer eligible for concession.
The Shire of Dumbleyung does not administer the laws in regards to pensioner concessions.

Having Troubles Paying Your Rates?
Enter a Payment Arrangement
Residents who are struggling to pay their Rates bill by the due date can breathe a little easier by adopting a Payment Arrangement.
Payment Arrangements are offered via direct debit on a weekly, fortnightly or monthly basis to clear the debt by 30 June.

What Will Happen If I Can't Pay My Rates?
Please telephone immediately - the Shire of Dumbleyung commences legal action as a last resort. The Shire understands that sometimes people experience unforeseen difficulties and we prefer to work out a payment arrangement to clear your debt.
If you do not contact the Shire, the Shire will commence legal action fourteen (14) days after the due date. Commencement of legal action will add additional charges to your outstanding rates.
Please do not ignore our notices – tell us when you are having financial difficulties.
Emergency Services Levy (ESL) Calculation
There are five ESL rate categories that apply, depending on the type and level of fire and emergency services available to a property. The Shire of Dumbleyung is in ESL categories 4 and 5:
The ESL charge for properties located in category 5 is a fixed charge of $113.00
Category 4 is calculated using a rate in the dollar of $0.003862 per dollar GRV.
* ESL Category 4 (Regional):
Volunteer Fire and Rescue Service brigade.
OR a Volunteer Emergency Service unit with breathing apparatus.
OR a bush fire brigade with breathing apparatus.
AND the state-wide SES network.
Valuation Objections & Appeals
If you disagree with the valuation of your property, you may forward a written objection, stating the grounds for your objection, to the Valuer General at PO Box 2222, Midland WA 6936 or by visiting Landgate's website.
NOTE: Rates remain payable on the due date and any necessary adjustments and refunds are made after the Valuer General's decision. More information on objections and appeals can be found on the back of your Rates notice.
