When Can I Pay My Rates?

Option 1: ONE PAYMENT IN FULL, Receive a 5% discount off the current rates levied (excludes service charges) when your payment of rates arrives on or before 4.30 pm on the 11 August 2023.

​

Option 2: ONE PAYMENT IN FULL, Payment of total rates and charges including arrears by;

1* 1st September 2023.

​

Option 3: TWO INSTALMENTS, Payment of rates are to be received on the following dates;

1 * 1st September 2023 and

2 * 1st January 2024.

​

Option 4: FOUR INSTALMENTS, Payment of rates are to be received on the following dates;

1 * 1st September 2023,

2 * 1st November 2023,

3 * 1st January 2024 and

4 * 1st March 2024.

​

An instalment administration fee of $15.00 per instalment is included in the 2nd, 3rd and 4th instalment  notices and an interest charge of 5.5% pa applies to these payments when received after the due date.

Credit Card

Credit card (MasterCard or Visa) payments can be made by telephoning the Shire of Dumbleyung on 9863 4012.
 

Electronic Funds Transfer

Payment via Electronic Funds Transfer (EFT) is available via internet banking from your bank or financial institution.

Direct Debit

The direct debit option is a no fuss way to pay Rates over an extended period on a weekly, fortnightly or monthly basis. 
Call the Rates Department on 9863 4012 for further information.
 

In Person

Attend in person at the Shire of Dumbleyung, Administration Office, 32 Harvey Street, Dumbleyung between 8.30am and 4.30pm, Monday to Friday.

 

Please present your Rate Notice intact to the cashier. The top portion of your Rate Notice will be returned for your records. Payments can be made by cash, cheque or EFTPOS (debit or credit cards).
 

Mail

For your convenience a payment can be made via the post, just tear-off the bottom section of your Rate Notice and place it in the mail along with your cheque.

The Shire of Dumbleyung offer several payment options to assist Ratepayers in making their Rates payments.

How Your Rates Are Calculated?

 

GRV x Rate in the dollar + service charges = Your Rates to pay

​

VALUER GENERAL - How your GRV is determined?

The Valuer General, for EXAMPLE, may determine that a 4x2 property in Dumbleyung townsite could attract a rent, after basic expenses, of $200 per week.

Rent of $200 per week multiplied by 52 weeks per year gives a Gross Rental Value of $10,400.

EXAMPLE: GRV = $200.00 X 52 = $10,400.00

​

RATES

Council will determine a rate in the dollar to calculate against the Gross Rental Value.

For EXAMPLE, A GRV of $10,400 multiplied by the rate in the dollar of 0.126840 gives the value of rates for the property of $1,319.13.

 

                                          Gross Rental Value Rate in the dollar 12.6840 cents

                                          Unimproved Value Rate in the dollar 0.6943 cents

                                          Minimum Rate (GRV & UV) $502.00

SEWERAGE

Council will determine a rate in the dollar to calculate against the Gross Rental Value.

For EXAMPLE, A GRV of $10,400 multiplied by the rate in the dollar of 0.314725 gives the value of Sewerage Rates for the property of $3,273.14 which will be capped to the max of = $1,281.51.

SERVICE CHARGES

Service Charges are determined by Council approved Fees & Charges & ESL as determined by DFES.

   BINS - Service fee is for the supple and service of 1x Green Waste Bin and 1x Yellow Recycling Bin.

   ESL - The Emergency Services Levy (ESL) pays for services provided by the Department of Fire and 

Emergency Services (DFES).

 

RATES NOTICE EXAMPLE: 

RATES = $10,400 x 0.126840 = $1,319.13 (or Minimun Rates $502.00)

SERVICES = Bins $492.00 + Sewerage $1,281.51 (Max $1,281.51, Min $308.88)

ESL = $98.00

TOTAL RATES TO PAY = $3,190.64

Additional Charges/Penalties

​

Instalment Administration Fee: $15.00 per instalment applies to the 2nd, 3rd and 4th instalment plus an interest charge of 5.5% on the balances remaining after the instalment dates.

​

Overdue Penalty Interest: 7% per annum calculated on a daily basis on balances outstanding from 4th September 2023 (in accordance with the Local Government Act 1995).

​

Legal Costs: All debt recovery costs are legally recoverable from the ratepayer.

Can I Apply for a Concession?​

​

Pensioners - Pensioner Concession Card holders (purple card), you MAY BE eligible for a concession of up to 50% (subject to State Government capping) or elect to defer the payment of your Rates.

​

Seniors – WA Seniors Card holders, you MAY BE eligible for a concession of up to 25% (subject to State

                    Government capping) there is no option to defer your Rates.

           ---  Seniors Card AND Commonwealth Senior Health Care Card holders, you MAY BE eligible

               for a concession of up to 50% â€‹(subject to State Government capping) or elect to defer the payment of

               your Rates.

​

Criteria:  

1. Firstly, you must own and live at this property on 1 July.

2. You must hold either a current Pensioner Concession Card or State Concession Card; or hold both Commonwealth Seniors Health Card with a WA Seniors Card; a WA Seniors Card.

​​

You are required to complete an application form and provide proof of your concession card(s). You may make application with the Water Corporation online at watercorporation.com.au or telephone 1300 659 951.

​

If you became an eligible pensioner/senior during the Rating year you may be eligible for a pro-rata rebate or deferment. For further information contact the Rates Department on 9863 4012.

​

No concession is allowed if payment is received after 30 June. Outstanding Rates as at 1 July automatically become deferred.

Rubbish collection charges cannot be deferred and MUST BE PAID by the due date on the Rate Notice.

Having Troubles Paying Your Rates?

 

Enter a Payment Arrangement

Residents who are struggling to pay their Rates bill by the due date can breathe a little easier by adopting a Payment Arrangement.

​

Payment Arrangements are offered via direct debit on a weekly, fortnightly or monthly basis to clear the debt by 30 June.

What Will Happen If I Can't Pay My Rates?

 

Please telephone immediately - the Shire of Dumbleyung commences legal action as a last resort.  The Shire understands that sometimes people experience unforeseen difficulties and we prefer to work out a payment arrangement to clear your debt.

​

If you do not contact the Rates Department the Shire will commence legal action fourteen (14) days after the due date.  Commencement of legal action will add additional charges to your bill.  Please do not ignore our notices – tell us that you are having financial difficulties.

What Will Happen If I Can't Pay My Rates?

Emergency Services Levy (ESL) Calculation

 

There are five ESL rate categories that apply, depending on the type and level of fire and emergency services available to a property.  The Shire of Dumbleyung is in ESL categories 4 and 5:

​

ESL Category 4 (Regional):

Volunteer Fire and Rescue Service brigade.

OR a Volunteer Emergency Service unit with breathing apparatus.

OR a bush fire brigade with breathing apparatus.

AND the state-wide SES network.

​

The ESL charge for properties located in category 5 is a fixed charge of $98.00.

Category 4 is calculated using a rate in the dollar of $0.004883 per dollar GRV.

Objections & Appeals

 

If you disagree with the valuation of your property, you may forward a written objection, stating the grounds for your objection, to the Valuer General at PO Box 2222, Midland WA 6936 or by visiting Landgate's website.

NOTE: Rates remain payable on the due date and any necessary adjustments and refunds are made after the  Valuer General's decision.  More information on objections and appeals can be found on the back of your Rates notice.
